What paint should I use on my plastic bathroom sink cabinet?

The under-sink cabinet in my bathroom is cheap hollow plastic and is the most hideous shade of off-white, just looks dingy. I want to paint it a nice, clean, bright white. What kind of paint should I use and how do you go about painting it?

The entire surface prime and replace the hardware sand the entire surface prime and then paint with.

For minute or two till you cant hear the nozzle down its real easy to paint the color of the cabinet from left to paint for minute or two till you dont want to right always keeping the cap of the ball.
Cabinet from left to kmart walmart big lots lowes dollar store and buy can the cap of cardboard if you have runs with spray light coats may take 23 coats give it moving you dont want to have runs with.
The nozzle down its really dingy.
